The Decade Ahead identified occupational supply and demands, shifting skill requirements, and labour market information gaps as key issues for the industry.

The "Training and Human Resource Development" module of the study involved a close examination of the education, training, and development framework in Canada that provides skilled workers to the upstream oil and gas industry.

This helped the Petroleum HR Council to understand the specific concerns of the stakeholders; in particular the training institutions and the companies that hire workers from these programs.

The responsiveness of the education, training and development model varies significantly. The ever challenging requirement for institutions to harmonize with regulation while focusing on the specific skill shortages must be balanced against the requirements of individuals and employers' needs to rationalize expensive training costs and quality control in their learning environments.

The Petroleum HR Council and the member organizations saw this project as a critical piece of work to enable educational institutions to align their programs to industry needs and are better equipped to meet the industry's current and future skill requirements.

Project Results

Completed in 2005, this project developed a National Alignment Strategy to more closely align Canada's post-secondary learning system with the training needs of the upstream Petroleum sector.
